Jakarta Opens Gradual Socio-Economic Activities with Specific Protocols

In the transition phase into a safe, healthy, and productive life, city allows socioeconomic activities to be carried out in stages with certain restrictions. There are two easing phases which divided based on benefits and risks.

I want to underline, easing is only for activities that have great benefits for the community and controlled potential of risk

This was conveyed by Jakarta Governor, Anies Baswedan when announcing the extension of Transitional Large-scale Social Restrictions (PSBB) at Jakarta City Hall, on Thursday (6/4).

"The first phase starts with easing phase. I want to underline, easing is only for activities that have great benefits for the community and controlled potential of risk. We hope the first phase can run well in this June," he stated as quoted from Jakarta PPID Press Release.

After the first phase is finished, his side will evaluate to decide for the next phase.

"If we can make it through the first phase well, it means no surge of cases, all indicators show stability, and we can enter the second phase. In the second phase, we will apply concessions in broader fields," he conveyed.

Here are schedule for opening the First Phase:

1. First Week (Jun 5-7, 2020)

• Monday-Friday and Saturday-Sunday; starting with 50 percent capacity at:

- Places or worship activities in worship places

- Outdoor sports facilities.

- Mobility of private vehicles

- Mobility of mass public vehicles

- Taxi (conventional and online)

2. Second Week (June 8-14, 2020)

• Monday-Friday, several business will be opened such as:

- Office

- Restaurant (independent)

- Industry

- Warehousing

- Shopping / retail / showroom / etc (Loksem / Lokbin)

- Support services (workshops, services, photocopy service, etc.)

- Museums, galleries

- Library

- Motorcycle Taxi or Ojek (both for Ojek Online and Ojek Pangkalan)

• Saturday-Sunday, will open:

- UMKM under Jakarta Government (Lokbin / Loksem)

- Park, RPTRA

- Beach

3. Third Week (June, 15-21, 2020)

• Monday-Friday, will open:

- Market, Shopping Centers, Mall (non-food)

• Saturday-Sunday, will open:

- Indoor recreational park

- Outdoor recreational park

- Zoo

4. Fourth Week (June, 22-28, 2020)

All activities in phase 1 are opened.

5. At the end of June, the First Phase will be evaluated.

Meanwhile the Second Phase will allow activities from broader field, as follows:

1. Religious activities with mass gathering

2. Schools or other educational institutions:

- PAUD, TK, RA, BA

Basic Education (Schools, Madrasah)

Secondary Education (Schools, Madrasah)

College

Courses

Childcare

etc

3. Business activities, trade, industry etc.:

- Beauty clinic

- Salon & barbershop

- Meetinghouses (MICE, auditorium, etc.)

- Wedding reception, circumcision, etc.

- Cinema

- Recording studio, film production house

- nightly entertainment, karaoke

- boutique

- others

4. Socio Cultural Activities:

- Indoor sports facilities (gym, swimming pool, etc.)

- Folk festival

- Night market

- Village market

- others

In more detail, here are specific policies for each sectors that must be obeyed:

1. Worship Places

- Maximum number of worship participants is 50 percent of total capacity.

- Apply safe distancing (1 meter) between people.

- Cleaning the place with disinfectant before and after the activity.

- After the place of worship is used for routine activities, it will be closed again.

- For Mosques / Musala:

- Do not use carpets / rugs, every pilgrim must bring their own prayer rugs / prayer tools.

- There will be no footwear safekeeping, each pilgrim must bring their own bags to store their footwear and carry it by themselves.

2. Food and Beverage Business Services (restaurants, coffee shops)

- Number of visitors / guests / users / employees is up to 50 percent of place's capacity.

- A la carte food service (buffet is not allowed).

- Promoting cashless payments.

- Note: mini-buffet service in Padang restaurants is changed to non-buffet.

3. Community's Market

- Maximum number of visitors is 50% of capacity.

- Provision of supporting facilities and infrastructure to prevent the spread of COVID-19.

- Promoting cashless transactions.

- Operating hours at 06.00-14.00.

- Different entrance and exit settings.

4. Recreational Parks and Zoos

- Maximum number of visitors / guests is 50% of capacity.

- Not allowed for children aged 0 - 9 years, pregnant women, and elderly (aged 60+).

5. Outdoor Sports Facilities (GOR, Stadiums, etc.)

- Maximum number of visitors is 50% of capacity.

- Do not hold activities that bring audience.

6. Beauty Clinic

- Number of visitors / guests is maximum 50% of capacity.

- Mask required for guests and clinic staff; and also gloves for clinic staff.

- Disinfecting all equipment after it is used by one (1) guest.

7. Outdoor sports facilities, Parks & RPTRA:

- Maximum number of visitors / guests is 50% of the capacity.

- Visitors / guests are only allowed for local residents.

- Not allowed for children aged 0-9 years, pregnant women, and the elderly (aged 60+).

- Not gathered more than 5 people.

8. Industry

- Maximum number of employees is 50% of the capacity

- Must have referral clinic / hospital.

9. Museums

- Maximum number of visitors / guests is 50% of the capacity.

- Can be opened during normal hours.

10. Private Vehicles

- Filled with maximum 50% of the capacity.

- For passengers and drivers who have ID cards with the same address (1 family) can use 100% of the capacity.

11. Public Vehicles

- Filled with maximum 50% of the capacity.

- Passenger queues must be 1 meter between people.

- Spraying disinfectants regularly.

- Percentage of public transport services adjusting with the peak hours.

12. Department Stores, Retails, and Shops

- Maximum number of visitors / guests is 50% of the capacity.

- Measuring body temperature before entering shopping, retail, and shopping centers.

- Only applies for tenants whose business allowed in Phase 1 that can open their stores
